The Show-Me State has the highest number of unsafe puppy mills in the United States, for the 14th straight year. 31 different commercial breeders were cited for various violations by state inspectors, according to The Horrible Hundred, a yearly report from The Humane World for Animals, which was formerly the Humane Society of the United States.

Violations in the report include things like dirty and unsafe conditions, lack of food and water, lack of shelter for severe weather. Several of these issues were flagged as ongoing and repeated.

More than half of Missouri's lambasted dog breeders were in the Springfield area.

Wisconsin ranked #2, with 14 cited operations, followed by New York and Pennsylvania with 9, and Kansas and Ohio with 8 apiece.
